(AP) — The U.S., Canada and several indigenous groups announced a proposal on Monday to address the pollution from coal mining in British Columbia that's been contaminating waterways and harming fisheries on both sides of the border for years. The proposal would be executed through a century-old U.S.-Canada boundary waters treaty, establishing independent boards to study the pollution’s extent and make cleanup recommendations. It comes after indigenous groups in British Columbia, Montana and Idaho lobbied for more than a decade for the federal governments in the U.S. and Canada to intervene and stop the flow of pollution. The proposal calls for no more than two years of study to gauge the extent of pollution. Investigators in Canada found Teck Resources Limited discharged hazardous amounts of selenium and calcite from two coal mines north of Eureka, Montana.

A hotter-than-expected consumer price index on Tuesday sent stocks reeling, with the Dow posting its biggest drop in a year. It was unclear what stake JFE was seeking or what price it was offering. Japan's Nippon Steel (5401.T) has previously said it was looking to buy a 10% stake in Teck's coal business for C$1.15 billion, valuing the overall business at about C$11.5 billion, with an option of increasing its stake to 17.5%. Glencore has said it will consider buying the coal business for about $8.5 billion. JFE Steel holds 15% equity in India's JSW Steel (JSTL.NS), which was also exploring an investment in Teck's coal business. Price said the company had two options -- a 100% sale of the coal business for cash or a partial sale of the coal business, with proceeds going to growing the copper business.

Glencore on Wednesday said it was willing to improve its $22.5 billion offer for Teck, raising pressure on the Canadian miner to ditch a restructuring plan and sit down at the negotiating table. But the Norwegian sovereign wealth fund, which does not own shares in Glencore due to the Swiss company's large thermal coal business, said it would vote in favour of Teck's plan. The Norwegian fund at the end of 2022, the last available data, owned a 1.48% stake in Teck Resources worth $287 million, while its share of voting rights under the miner's dual-class share structure stood at 0.59%.
